It is always possible that Kofu Annan said something in private that he 
wouldn't say in public though, knowing something of the man, I doubt it.  It 
is probable that Settle's source didn't lie to him but that a nuance got 
lost.  UN Resolution 1441 states "it (Iraq) will face serious consequences as 
a result of its continued violations of its obligations."  Many (certainly 
the US and the UK) interpret "serious consequences" as involving the use of 
military force.

In any event, the story is a "fascinating behind the scenes account" and I 
appreciate WesTexas posting it.
