Philadelphia will hold a Public Hearing Thursday, March 30, 2006, at
4:00 PM, in Room 400, City Hall, to hear testimony on the creation of a
citywide broadband Internet access system
Dear Friend:
As you may be aware, making Philadelphia wireless has already brought
the City national and international attention and acclaim. Wireless
Philadelphia in conjunction with EarthLink Corporation will build the
network. It is the intent of the partnership to help children learn
better, businesses work more efficiently, allow tourists to enjoy our
city more, and help government provide critical services quicker and
more efficiently. Wireless Philadelphia will aid neighborhoods across
the city continue their renaissance.
Perhaps most importantly, this project will make available this critical
technology to every Philadelphian, no matter their neighborhood or
income. There will not be any city tax dollars spent to build this
network.
Under the agreement signed between the City and EarthLink, usage rates
will start at $9.95 for economically disadvantaged users with market
rates around $20. Moreover, EarthLink will pay the City to use the
street light pole arms it needs to build the network as well as 5
percent of access revenue from the Network after first two years.
Wireless Philadelphia, a non-profit established by Mayor Street to help
implement his vision, will then use these monies to provide training
programs, ensure access to affordable computers, support community
groups, promote municipal uses and promote tourism. Importantly, in
this agreement, there is also significant minority participation.
The next step is for Council to approve the agreements necessary to
allow EarthLink to begin building the network. A City Council hearing
on the Wireless Philadelphia bill, introduced by myself and Councilman
DiCicco, is scheduled for March 30, 2006 at 4pm. At this hearing you can
