The point is well made that it is the governments of eight European =
powers, not the people of those countries, which have registered support =
of the Bush policy toward Iraq. Throughout history governments have made =
war for reasons of material gain for dominant groups in their societies, =
or for enhancement of power in geopolitical terms. Profession of human =
rights principles has been a device to promote a sense of just cause and =
patriotism among the ordinary citizens despatched to fight the wars. FDR =
did not intervene to protect Jews, and we continued to practice a most =
viscious form of racial discrimination here at home until the =
embarassment of trying to win support of the non-white peoples of the =
world to our "democratic and capitalist way of life" in the Cold War =
after WW II in the face of those racist practices became too great.

  Secretary Rumsfeld makes it clear that he wants no part of draftees =
and has little enthusiasm for reserves in this coming war. Those =
elements, of course, carry the minuteman tradition of emerging from the =
people to fight for the nation's defense. They have the closest contact =
to the population at home of any components of the armed forces. They =
were celebrated by the late historian Stephen Ambrose as the true =
American heroes of WW II. They were the subjects of the late Bill =
Mauldin's beloved cartoons. The last thing the Bush administration wants =
is any democratic referendum interfering with its war plans and =
purposes. At any sign of protest its supporters are willing to trot out =
the updated version of the old Red Smear tactic, that is, protesters =
must be knowing agents or witless dupes of Saddam and terrorism.=20

  The BBC, in today's TV newscast, reported that the statements were =
issued by the governments of the nations in questions. Pie charts showed =
that the majority of the people, except in the case of Denmark are =
opposed to war with Iraq.
  As for the Germans, they learned their lesson well after two World =
Wars, started by them.And they may still remember the mass destruction =
following prolonged carpet bombing during W.W.II.         S. Washington.
