  Once again this year, President Bush has proposed eliminating Perkins
funding as part of his fiscal year 2007 budget proposal. The potential
loss of funds in Pennsylvania alone is estimated at $50,304,496.

  Next week a number of PAVA and PA-ACTE members will be in Washington,
D.C. participating in the ACTE Policy Seminar and meeting with
Pennsylvanians House Members and Senators to discuss the continued
funding the Perkins Act. These members are giving up their time and
their schools are absorbing the cost of their participation. Even if you=

are unable to be in Washington, you can still be part of the effort to
save Perkins for our students.

 We are asking each PAVA member school to make at least ten phone calls
and/or send faxes or e-mails to their members of the House of
  Representatives and both Senators Specter and Santorum between now and=

the end of the day on Wednesday, March 8. Contacts could be made by
administrators, teachers, students, advisory committee members, board
  members, etc. What is important is that the contacts be made by the
end of  the day on March 8. This will reinforce the message being
delivered by  those members who are in Washington. At the end of this
e-mail is a
  fact sheet that was prepared by ACTE. It should be helpful to you as
you
  make your contacts. Below are telephone and fax numbers for our

 Remember if we want to save Perkins we all need to do our part. Please

  POTENTIAL LOSS OF FUNDING TO STATES IF FUNDING FOR THE CARL D. PERKINS=

VOCATIONAL AND TECHNICAL EDUCATION ACT IS ELIMINATED

  As Congress considers its FY 2007 budget and appropriations measures,
the Association for Career and Technical Education (ACTE), representing
30,000 professionals in the career and technical education (CTE)
community, calls on Congress to reject the Administration's proposal to
cut Function 500 programs (education, employment and training, and
social services) by nearly $5 billion, and to reject the proposal to
eliminate all funding for programs under the Carl D. Perkins Vocational
and Technical Education Act (Perkins).

  Despite the tight fiscal reality, our nation must reinvest in CTE
programs to ensure that young adults are able to succeed in education,
fulfill the needs of business and industry, and help make America
competitive in the 21st century economy. ACTE urges Congress to reinvest=

in America's workforce and education systems by increasing funding for
programs authorized by the Carl D. Perkins Vocational and Technical
Education Act to $1.675 billion.

  The Bush Administration's FY 2007 budget proposes elimination of
funding for the Carl D. Perkins Vocational and Technical Education Act,
shifting money away from career and techincal education programs that
are proven to work. The Carl D. Perkins Vocational and Technical
Education Act provides critical resources to state and local CTE
programs at the secondary and postsecondary levels, with investments
ensuring innovation and program improvement, as well as accountability
for results. Investments in the Perkins Act, already proven to be
successful, should NOT be shortchanged in this important initiative.

  Every state depends on Perkins funds to support programs that make
academics relevant to students, reduce the drop-out rate and prepare
students for postsecondary education and the workforce. Dismantling
Perkins would be a costly disinvestment in building a skilled American
workforce to compete in the 21st Century economy.
