...anyone got any thoughts on the best place and time to exchange our 
$'s to euros.

We live in a community that has a weekly newsletter. I placed a 
classified offering to purchase any leftover euros, including coins, 
and managed to purchase almost 200e from neighbors that were glad to 
get rid of them. This works well as there is no fee - just a clean 
exchange at prevailing rates as published in the Wall Street Journal.
