I would second John's recommendation. I have used my Mobal telephone in Europe for the past 5 years. No problems...great service...there is one problem...your friends that travel with you will be using your Mobal phone when their phones or sim cards or phone cards don't work. Highly recommend.

There is one alternative that we've enjoyed for several years: Since most affordable U.S. phones can't be used elsewhere, we several years ago bought a Mobal (British, has New York office) cell phone for use when we were in Europe, then recently bought ($50) a much later model phone (Siemens) that can be used in something like 145 countries including U.S. You get a permanent U.K. phone number; calls are a bit more expensive per minute compared with other services, voice mail is available. Mobal only bills for time used (for us that means only when traveling outside U.S.) and charges go to your monthly credit card statement. No charges when you have no use. Most of us want cell phone when obverseas to be reachable from and ability to reach home in emergencies and for convenience of occasional local use while wherever we are (many Untours apartments have no phone or a cell phone rental is offered). Having the Mobal service is more convenient and much cheaper than renting a phone when overseas. Wouldn't use Mobal's service for everyday use here at home, though, since all calls are going through U.K. (although service here is excellent also). Thus far we've found service to be very good while in U.K., France, Germany, Netherlands and Italy. More info: Mobal.com.
