I'm a guy wearing pants with a belt.  So I always thread my fanny pack strap 
through my belt loops.  (Have to remove the fanny pack "buckle" to do this.)

This way somebody can't easily swipe it just by undoing the buckle or cutting 
the strap.  Also, it stays retained if I temporarily unbuckle it (as in a 
restroom or when strapped into an airline seat).
