First i suggest you decide  if you want a river cruise or a barge cruise. 
The river cruises are large boats on wide rivers........the barges are
mostly on canals with maybe 15 passengers.  Very relaxed if that is what
you are looking for.  You can find barge cruises in many countries.  I
suggest you do quite a bit of research.  Personally, I like barge
cruising...much more informal and passenger friendly with so  few. 
Also.....great crews and fantastic food.  Look at France or Holland.  And,
I use OAT.
