Leigh-
My immediate suggestion is to go to Vienna, rent an apartment, or very  
reasonable B&B, or small hotel.  You would have access to what I think  is the most 
wonderful transportation system anywhere, wonderful concerts, more  museums 
than you can  visit in one month, good food, culture, and I think  some of the 
most cultural people I've ever met.  Perhaps you could take a  language course 
or go on the University's website to check out small, short time  classes.  
Can you spend a lot of money?  Yes!  But, you can also  spend very little 
with proper planning. The Travel Insider website has  hundreds of pretty honest 
reviews, both good and bad, of hundreds of  places to stay in all price ranges 
from 35-40 Euros per day or less for stays of  2-3-4 weeks.  You can also 
check out the Forums on Frommers, Rick  Steves, Gemutlichkeit, and I suspect many 
others.  I keep going back  and going   back and there is still a lot I 
haven't seen.    I would purchase a Rick Steves guide, a DK Eyewitness Guide, a 
Lonely Planet  guide and just study about the incredible things to do and things 
to see.
