I have used my regular ol' Cingular (AT&T now) phone in Ireland and Germany.  I've always purchased their International plan before we go and only had trouble once.  The International plan was put on one phone and we used another but we got it straightened out when we returned.  I think it's $.99 a minute which is high but you don't have to buy a new phone or a sim card or anything and you have your usual number.  The monthly International fee is $15 - $20 a month, I forget but for emergencies and simple checking in, I think it's the way to go.  I think text charges are $.25 per text but it's still reasonable especially for a short trip.
