Upgrading your rail pass will not help you on taking a boat on Lago
Maggiore. Since the lake is 80% in Italy, the SwissPass is not valid on it.
If you take a trip down to Lugano, you can take a boat trip on Lago Lugano
which is included on your SwissPass.

There are some agreements between Switzerland and Italy. For example, the
Centovalli train line to Domodossola is included on the SwissPass all the
way to Domodossola even though half that trip is in Italy. Unfortunately,
the Lago Maggiore boats are not.

I highly recommend a trip to Val Versasca. The scenery is gorgeous. You just
need to watch the time because there are only 3 afternoon buses that come
down the valley back to Locarno.
