David,  The problem using a credit card to get cash at an ATM is that 
they immediately start charging interest (which is usually exorbitant).  
Unlike using the credit card to buy something there is no grace period.  
I have a CapitalOne credit card, but never use it to get cash.  As 
someone else has mentioned there are debit cards that can be used at 
foreign ATMs with no extra exchange fee and with reimbursement for any 
ATM charges.  Schwab Bank is one example.
