[Idyllchat] No fee ATM usage - really

My ATM experiences are similar to Ed's. My financial institution, USAA,
reimburses ALL ATM fees up to $15 per month. As in Ed's case, my account
statement will show the fee charges immediately followed by a full
reimbursement of ALL fees up to the $15/month limit (which I've never come
close to). For my level of usage, including annual trips abroad, I have
never incurred a net fee. 

As a related subject, my wife and I visited Scotland for three weeks in
2007. The Royal Bank of Scotland (RBS), which has branches throughout the
country with walk-up ATM's, does not (or did not in 2007) charge an ATM fee.
Signs in the bank windows proclaimed "Fee-Free Cash", which was true. A good
deal.
 
BTW, we also exchanged some Polish and Czech currency in a small town RBS
branch. No transaction fees were charged by the teller, and the rate was as
expected, based on internet research prior to our trip....
