[Idyllchat] No fee Euros from ATMs and no fee credit charges in Italy

For information about the no ATM fee accounts Capital One has, consult their
website.  Note that the no fee applies only to the fact that they don¹t
charge a fee; fees charged by the bank or company that owns the ATM machine
are NOT reimbursed.
