Eleanor prints the labels on Avery Matte White CD Labels. Once the label is printed, she peels the label off and applies it to the CD.
She uses Print Shop, not Photo Shop for the labels.
I have not used Windows Explorer, so I can't advise you with red eye. I use MGI Photosuite II SE or Adobe PhotoDeluxe to adjust my photos. Red eye is optional here. Occasionally I use Adobe Photoshop CS2 for some adjustments.
For the contact sheets, I use Adobe Photoshop 5.5.
To make a contact sheet:
(1) click on File
(2) click on Automate
(3) click on Contact Sheet II
(4) click on Browse and choose the folder containing the photos.
(5) for the dimensions, I enter 3 inches for width, 3.5 inches for heigth, resolution 300 pixels/inch, RGB color
(6) I arrange the photos (20 per sheet) on the contact sheet by choosing 4 for columns and 5 for rows. You can change the number of photos that fit on the contact sheet by changing the number of rows and columns. Width and height of the thumnails is .428 inch
(7) I choose Arial for font.
(8) put a check in the box for "Use Filename As Caption". The photo number will then appear under each thumbnail.
(9) Finally you click on "Okay".
Then creation of the thumbnail contact sheets will automatically start, labelled Contact sheet 1, Contact sheet 2, etc..
Once all the contact sheets are done, I save them before applying information at the top of the sheet using Print Shop.
With this method, I can print two contact sheets on an 8 1/2" X 11" sheet of photo paper. Then I just have to cut to size with a paper cutter.

Also, I'm trying to print contact sheets for CDs in PhotoShop as you described. I normally organize my photos in Windows Explorer and therefore I'm not very familiar with PhotoShop Organizer. When trying to "Get Photos" the program "auto fixes red eye". I don't want red eye fixed. How do I stop it?
These photos are from the Poomacha fire on Palomar Mountain, CA so there is a lot of red. This is one of the Photos it's "fixing":
