Just as you never used to see athletic shoes on Europeans over the age of 25, you now also see shorts much more often.
My take on it is, be comfortable. You aren't going to offend anyone unless you are visiting a sacred site or a very fancy restaurant.
When we Untoured in Provence 5 years ago, it was extremely hot and I wore shorts every day except the day we arrived and the day we left. In Paris, however, I felt I fit in better with slacks on.

I have heard that in Europe men don't wear shorts. Women and children do, but
it's unusual to see men wearing them. We're going to be on a Tuscan untour in
late June, followed by Venice, Paris and London on our own. I know the weather
is going to be hot, so I'm wondering if I should plan on wearing shorts or if lightweight
slacks would be more appropriate.
