You can contact Mobal either at www.mobal.com or by calling 1-888-888-9162.  A GSM phone that works anywhere in Europe sells for $49.  That will give you a permanent cell phone number and then you will be charged only for the calls you make.  They will ask for a credit card number to have on file and bill the calls to that card.  You will be able to determine the per minute rate for the places you visit by looking on their website.  For $99 you can get a cell that works anywhere in the world -- it is a compact Siemens A70 -- the very model I've seen in some Untours apartments!  
You need to know that the phone number assigned to you will be a UK-based number (Mobal is a UK company).  That means that folks calling you in Europe from the States will need to place a call to the UK.  That works fine for me because I don't want folks calling me unless it is urgent and having to place a call to the UK will discourage all but urgent calls.  There is a N.Y. office and you will be dealing with them for the most part.  
I have had my phone with them for more than a year (bought the $99 one because I didn't have a regular cell -- don't really need one except for emergencies and it has worked great for the 5 or so local calls I've had to make in that year and for a lot less than what a monthly service fee would have cost me, even when you consider the extra $49 to get the one that works anywhere in the world) and I have been very, very happy with it.  They are a nice company to do business with.  I think you'll be happy with your choice.

I have read a lot of comments on cell phones on Idyllchat, and it seems that the modal is the one to get for Europe.  Where can I either rent or buy one?  I know very little about this technology, except that it should be a gsm quad ban.  When I look on line, they are very expensive in the USA.  Any suggestions??
