[Idyllchat] cell phones

I have read a lot of comments on cell phones on Idyllchat, and it seems that 
the modal is the one to get for Europe.  Where can I either rent or buy one? 
I know very little about this technology, except that it should be a gsm 
quad ban.  When I look on line, they are very expensive in the USA.  Any 
suggestions??
