Last year, while in Greece, Italy and France (w/Untours), we used Cingular
with a 4-band GSM card in the Motorola V3 and their International Plan:
$5.99 a month (call them prior to your departure) plus their per minute
charges from country to country. Easy to program and use; good in an
emergency; and fine for calls we made within the country we visited, calls
we made to another European country and back to the USA. Text messaging
available, which we used as well, for the non-emergency needs and any
'heads-up' requirements. Were able to use both voice and text for
communication with fellow travelers if we wanted to meet for lunch, dinner,
touring or whatever.

Cingular has contracts with cell phone carriers in numerous countries, which
do the actual connection while you are there, and provide Cingular with the
billing you see within a month of your return. You cut-off the 5.99 with
Cingular upon receipt of the bill for the last call you made while roaming
International.

We went with Cingular because they had an International plan, and we use
them as our US cell carrier.

(Full disclosure: neither of us has ever worked for Cingular, ATT or any of
their affiliates!)
