I am not clear on your problem. Do I assume correctly that you will  
be on a tour in Paris and it must not include transportation to/from  
the US? If your tour includes transportation, you first have to deal  
with the tour company as to how to handle flexibility in that  
schedule since that will be the determining factor.

If my assumption is correct, my advice is to grab two or three good  
guidebooks and devour them. My favorites are: Rick Steves, Lonely  
Planet and sometimes Frommers. If the travel style of those books  
doesn't suit you, there are plenty of others out there. Your local  
library might be a good place to visit before purchasing.  From those  
books you can formulate what you want to see and mold it into a time  
frame. Be forewarned, you will want to do much more than you have  
time for!! Don't overlook trips to other parts of France. France  
guidebooks will give you a lot of possibilities and the train system  
is great there.

Once you have a plan, those guidebooks will give you lodging  
suggestions. Now days almost all places suggested in the guidebooks  
have email and/or web sites. The guidebooks also usually indicate  
whether language could be a problem. Even if you don't speak French,  
our experience has been that learning a small selection of terms is  
not too difficult and a good travel practice anyway.
