I can't give you info re how to get to Luino from Locarno as we did the  trip 
from southern Germany while staying at a Timeshare. It was a bus trip  
offered by the resort. However, I do think that you can make the trip easily by  
train but can't say for sure where or if you make a change. I do know that Luino  
is not too terribly distant from Locarno as we made a stop in Locarno at  the 
chocolate factory, had plenty of time to fill up with the decadent stuff and  
still get to Luino in time for lunch.
 
It would be much too distant a trip to make from Meiringen, however, as a  
day trip.
