We just returned from Untours in Alsace and Switzerland with stopover in 
England.  The Mobal worked fine in those countries.  The per minute 
charges are high; $1.25 in the country, $1.50 to the USA and $2.95 to 
other countries.
The only place it did not work was the hotel (Radisson/SAS) at Stansted 
Airport.  We had to go outside in that case.  I guess the hotel wants 
their customers to use the hotel phone service.
It is cheaper to buy a phone card and use it in a pay phone, but for 
convenience Mobal is good.
