I just now googled "collapsible walking stick" and found this one:

Information says it collapses to 17".  It is rather expensive!

You might consider doing what I did.  Wait until you get to Switzerland 
and look at the numerous ones you will see in sport shops and even 
hardware stores and get one there.  In the summer they are often  even 
on sale.   Mine was probably a children's model but it still is long 
enough to be comfortable when extended.  But it comes apart so that I 
can get it in my 20" suitcase when I put it in diagonally in the bottom 
of the case.  And the store clerk even gave me a rubber tip to put on 
the metal point when walking on pavement.
