Phil...I can only speak for Italy, but I found the ATM's to be sufficient...the only problem we had was in the early mornings...I think that is when the banks do transatlantic reconciliations. So restock your wallet either in the evening or after around 10 a.m.
Most banks do require you to notify them that you will be using the card abroad (same as for credit cards).
Good advice to make photocopies of front and back of your cards (and passport) and keep in a secure place.
