By now I suspect that you have read Dick Winters' last input re USAA credit  
cards. That info indicates that one does not need to have had any affiliation  
with the military to obtain one of their cards. We carry both a  Platinum 
Master Card as well as a Master Card debit and credit card.  We do our banking 
with USAA and, thus, when we use the latter card at an  ATM or to charge 
anything it comes directly out of our account. With the  platinum card we get a 
monthly statement.
 
USAA also has issued us a Maestro debit cash card that looks much like the  
Master Card. Some ATMs in Europe, though very few,  won't accept the  Master 
Card but will accept the Maestro Card. Hence, we always take  both with us when 
traveling out of the country. It also serves as a  way to obtain money from 
your account in the event the Master Card is stolen or  lost and you need to 
cancel that particular card. Thankfully, that has never  happened to us but it is 
comforting to know there is a back up you can use  immediately.
