Russ, (and others interested),
 
If you would like to know what the exchange rate was on any given day in  the 
past go to: oanda.com and click on "FX History". This will  bring up a 
conversion chart where you can enter any dates in the past and get  the inter bank 
rate for that day. The country id listed at the old names (i.e.  Dutch 
Guilders) but when you click to make the conversion it is shown in  Euros.
 
Also, if you click on  "FX Cheat Sheet" on the sidebar of the opening  page 
you can bring up the chart that gives you the quotes for that day. You  can 
also adjust the chart to get the official inter bank rate (what is given for  an 
ATM withdrawal), the 2% credit card rate or the 4% cash rate. We have  always 
printed out the bank rate chart to take along knowing well the rates  change 
every day. However, it gives us a ball park figure to go by in  determining how 
much we are spending.
 
And I second the advice re the USAA card. However, as I understand it one  
must be an active duty person or retired or an offspring of a on duty or retired 
 person. I qualify through my father's active duty career with the Army and 
the  privilege has been passed down to my grown daughters. Requirements may 
have  changed, however, and it is certainly worth inquiring about.
