I couldn't agree more.  Rome is "hard driving" -- it's not only heavy 
traffic, but they don't believe in street signs, so it's very easy to get 
lost.  We opted to keep our car a few extra days (worth it if you're 
venturing out into the countryside) and picked an easier spot to drop it off 
than the airport and Termini, but it was still difficult to find it, and to 
get there.  The traffic around the "ring" freeway is unbelievably tough.... 
like NJ around NYC.

We just (a month ago) returned a car in the Rome area.  We first we  going 
to
return it to the airport, but found we could return it to an agency is  a
suburb.

Frankly, if I were you, I would take the train to Florence.  Driving  around
Rome is hair raising and before you try it you should have some  experience
with Italian drivers and someone that has some navigating under  her/his 
belt.
It is not something you want to do after getting off a plane  with fatigue 
and
jet lag.  Get on a train and relax and catch some  zzzzzzzzz.
