CH has a law regarding universal service. This used to mean that every 
18 year old man had to go for military training or go to jail. Over the 
years some changes have been made, and now, there are alternatives such 
as service in institutions, etc.

The Swiss were recently asked if a man refused any service, what should 
be done?

5% say that the man should go to jail.

9% say that there should be fines

60% say that compulsory public service should be the option

24% say that nothing should be done

1% have other ideas of some sort

1% didn't know or gave no answer

Other than the Vatican Guard and certain UN peacekeeping functions, the 
CH military serves a civil defense role. The country hasn't been 
involved in a foreign war in a couple of centuries.
